Grand Côte Operations (GCO) Case Study

The Grande Côte Mineral Sands Project operated by TiZir, is set to become one of the largest producers of zircon and titanium dioxide products globally. The mine is located 150km north of Dakar in Senegal, West Africa. A remote site with minimal local infrastructure or support services.

Referral’s and recommendations from previous clients resulted in ASTRA being engaged by GCO to undertake an Operational Readiness Review. This encompassed all aspects of the GCO HSEMS and Risk Management System and was part of an effective Change Management program in the transition from a construction and commissioning phase to steady state production and mining operations.

The Client subsequently requested a full response capability to address the findings of the initial review that was considered an essential benchmarking exercise. Given the relevance and scope of the project it was agreed that the team would incorporate one of the ASTRA Company Directors with extensive experience in HSEMS development and implementation. Two other specialist – Risk Management and Systems – were also allocated to deliver the full scope of work on the basis of a continuous 4 on, 2 off roster.

With the ASTRA team “on the ground” in Senegal, the client was able to plan, implement and effectively apply, in an operational environment, a comprehensive Health, Safety, Risk and Environmental Management System that not only ensured full compliance with Senegal legislation but also met ILO requirements and is fully aligned with ISO 18001.
